Both. Staff training makes them more ready to handle the job and pressures at the same time it'll benefit to boost performance because they are equipped with what they need to know.

Training needs should be emerged basically from the performance appraisal results .. in another term it should be "business Driven" ... hence I do believe that training planning should be based on achieving business goals and to leverage employees performance to enhance or fill in any performance gabs .

I Think its important intialy for the companies if the training was recommended by the admins .

If the Staff asked for any training and agreed for the admins , I think it will be benefit for both : the staff & the comoany .
