As the talents guys have the tendency of switing over the job location and they are hired by others with higher salary package. It is a loss to an organization if the good guys leave the Company.
I try to do a trend analysis to see if good people who are leaving the organization is from the same team/boss/project. This gives me some idea - what to replace, the manager or the approach to the project. Just my2 cents! :)
i always prefer to promote internally if you find the person who suits all the requirement of the required vacant place. the only way to find the person internally is if the manager of the team always look after the work of his team and keeping in mind that some of the team members doing well than if there any vacancy come up which can give promotion to the person who workds already for the company then you can save time, money and improve the work environment as well.
