In-house promotions is the ideal as this is reward to active and key entrepreneurial employees and motivational tool for such employees and for the rest to see that their contributions are rewarded by career promotions. Yet, their are conditions for that:
1- the promotion should be for employees who has proven their competency and skills; not just to feel open vacancy. This will lead to reverse reaction to the other employees (motivational level).
2- on the business level; he will not be able to deliver the required organizational objectives as he lack the required skills and knowledge.
If these requirements is not fulfilled in-house then it is better to look for new employee.
