The difference between procurement officer and purchasing officer:

 

Procurement Officer is the in-charge of selecting vendors, establishing payment terms, negotiation of contracts and actual purchasing of goods. While the Purchasing Officer is to procure the items from the supplier to the buying organization it's something similar for their duties & responsibilities.
