· Motivation is generally what energizes, maintains, and controls behavior.
· The role of motivation in the workplace is straightforward theoretically but is difficult to actually measure.
· Salary is often enough motivation to keep employees working for an organization, but it's not always enough to push them to fulfill their full potential.
· Motivated employees will retain a high level of innovation while producing higher-quality work at a higher level of efficiency.
· The opportunity cost in motivating employees is essentially zero.
It seems one way or the other motivation has a comprehensive scope from the stand point of your question and calls for all the three answers. at any stage an individual can run out of its drive and feels less motivated. May that be individual or collectively organization requires motivated individual and the machine to run smoothly it requires all the cog wheels to align abreast of for full function there by not only work is effective but also efficient per se.

When people feel that they are not treated well, they tend to get demotivated resulting in down-gradation of efficiency. This will lead to less output and hence it is required by management to motivate people periodically to get utmost performance.
The answer to question you have raised is all three of them. When we people are motivated they will be back in action, their efficiency will improve which will result in achievement of organizational goals.
When we talk about an organization there are some goals which management sets and human resources are put in place accordingly to achieve them.
Motivation is a factor that instigates human resource to increase perform when they feel they are not rewarded for their performance, hence timely motivation (both monetary and carrier) is required for better efficiency.
