Lower level employees are not normally involved in decision making process but they do have ideas that can be utilised to add value to the business.
Two quick observations first. If the relationship between junior staff and management is good, then the staff are usually pretty trustworthy. Tell them something is confidential, and tell them what to do if something is inadvertently revealed, and most of the time it won't be. Secondly, senior management are usually much too cautious about revealing "sensitive" information.
In other words, start by being a bit more trusting and a bit less paranoid.
Now, the heart of the matter. Once you have identified the key areas in which you want improvement, you can ask the staff specific questions. The more specific you can be about the questions you ask, the less sensitive information you will have to release. The staff don't need to know how you figured out some particular thing is important.
Reminding the general vision and mission of Company as the goal of all team members include him/her, giving the logical reward of her/his achievement by listening their ideas as a continuous improvement for his/her performance and company's goals.

I totally agree with mr. Duncan Robertson's good submission, another approach or perspective can be. Train & develop these employees as far as preparing them for this project is concerned. They should acquire the relevant & necessary information & skills for this particular project- don't let them be "caught offside". Study the employees & their profiles to be able to know & understand what you are getting into or what you are handling exactly. Mentor these employees showing them what their specific roles & are responsibilities, how important the project is & how important their efforts arevin this project. Motivate them & prepare corresponding appraisal exercise to reward their efforts. Disclose only the relevant & necessary information to their disposal.
