Is there any standers or reference for selecting diversity factor ?

I didnt see any reference for Diversity factor since it can be very different even for same type of buildings but in different locations.

But normally public and office places are more likely to have0. -0. diversity  factor

As per Carrier hand bock Load estimating CH. 3 Heat Storage, Diversity and Stratification 

Diversity of cooling load results from the probable non-occurrence of part of the cooling load on a design

day. Diversity factors are applied to the refrigeration capacity in large air conditioning systems. These

factors vary with location, type and size of the application, and are based entirely on the judgment of

the engineer.

TABLE 14-TYPICAL DIVERSITY FACTORS

FOR LARGE BUILDINGS

(Apply to Refrigeration Capacity

Office:                       People load  0.75 to 0.90 - lighting load 0.70 to 0.85

Apartment, Hotel:   People load  0.40 to 0.60 - lighting load 0.30 to 0.50

Department Store: People load  0.80 to 0.90 - lighting load 0.90 to 1.0

Industrial* :              People load  0.85 to 0.95 - lighting load 0.80 to 0.90

Generally the diversity factor is taken around-ten to fifteen %.
