There are lots of factors and policies SEO depends on. Some are general and some are based on the type of website. In the case of Google and other famous search engines, there are some general list of ranking policies which are important:

The number of natural links point to your website from other high quality websites.

The authority (page & domain) your site has in its niche.

The trustworthiness (trust score) of your website.

The age of your domain name.

How your site is optimized in terms of on-page elements and site structure.

Since you have used the word policies, I assume that you specifically mean the policies and not the techniques or methodology. For the best policy stick to every thing that is White Hat. Black Hat can be tempting but I would advise against it as in the long run it will eventually harm you. Grey Hat is an area where one should  thread carefully and have exceptional knowledge of SEO in order not to cross the fine line. Any thing that is considered good by the Search Engine Policy will ensure that you are sticking to the right path, anything opposite the policy can and will harm your website in the long run.

SEO has two parts

1- On Page Optimization

2- Off Page Optimization

On Page aspect is website technical audit and off page is links you generate for your website. Both parts have their own importance with regards to ranking on search engines. During SEO process it is very important to monitor black hat techniques used for optimization which leads to penalization on search engines.

I hope I have given the overview, let me know if you have any questions.

I strongly disagree with all these comments. As of now as we stand, SEO is about qualitative content that resonates with the user. If your on and off page are up-to-date while the content is rubbish, you won't get anyway with the search engines and if you do, it will only be short-lived.

If content does not resonate with the users, the bounce rate will be very high and that is how you will start to sink. When content provides exactly what users and webmasters believe to be up-to-date and educative, you will eventually have people start to share your content hence backlinks to your site without you having to engage in a separate practice of link building simply because you want to rank.

Therefore, you will need to identify your target persona and provide content that targets them specifically. In any business plan, there is always the question of who are your customers?

With good content, then your on-page and off-page will then become effective.

There is a lot more to SEO than this which includes having a responsive site. A lot of the customer search journey is now happening on mobile while the end journey is on PCs, laptops and occasionally tablets (Purchase).

If you wants to bifurcate this SEO Aspect in to simple ways, here it is:

it consists of2 major parts including:

a) On Page Optimization (Within the website optimization)

b) Off Page Optimization (digital marketing /branding of the website on certain platforms along with other strategies as well)

No matter, how much traffic you are getting on your website, the most important is what kind of traffic and kind of audience the SEO is targeting is a real challenge.

) SEO stands for "Search Engine Optimization"   2) SEO is used to optimize web pages so that they can gain better SERP (Search Engine Ranking Position) which in turn generates more traffic which then in turn increases the probability of the visitor turning into a conversion. I use SEO because its my profession for9 years now.   3) Using SEO you can expect search engines to "like" you web page which can help it gain better positions on popular search engines. In short it increases your exposure to the relevant people looking for your product/services. Which can then increase your chances of making a sale or any other desired action.

SEO policies - What is it for. You mean how to do SEO? or how the SEO process works?

Anyhow. Right content in the website and frequent updates and proper sitemap itself-creates SEO for your website.

And SEO main policy is to provide right content to right people on their own search
