What is the difference between Transmittal and Submittal?

A transmittal documents the fact that some document was transmitted to some party in some manner.
A submittal is a document that is presented for review, consideration or a decision.

For most purposes, Submittals and Transmittals are documents exchanged during a building project, typically amongst Architects, Engineers and Construction (AEC) professionals. Most industries considerSubmittals to be more of a preliminary step in the building process, sent with the expectation of forthcoming revisions or a request to be answered therein. Transmittals are typically sent as records, documentation or required materials (such as CAD drawing files) for the project. While Transmittals are still open to revision and collaboration, the sender is usually not seeking such changes or requesting the type of feedback as though it were a Submittal

Transmittal page is the cover page of any types of submittal for approval.

Practically, submittal is simply a document that is meant or prepared for an approval, review or a closure of a transaction/project stage. A submittal usually requires a response. A typical example is a job invoice that is raised for a final payment. Transmittal on the other hand, is an approval for a submittal. It is usually stamped and does not require any further response.
