In regions with droughts (such as California), is it acceptable to allow the commercial bottling of water and existence of water-heavy tourist draws?

If an area or region is experiencing a drought and water is scarce, Is it justifyable to continue bottling water and using water to keep golf courses going, given the water should be spared for more practical purposes.  Is this still justifyable if it would result in a loss of jobs (i.e. closing a bottling plant), or the closure of a tourist draw (i.e. Pebble Beach Golf Course)?

I think the drought can be minimize the sprinkle of water through plastic pipe channel.
