Option C is my answer,
These two options are mentioned in PMBOK, and practically in some situations screening system is not used.
A proposal is evaluated based on weighted score of technical and financial score. The technical evaluation will take care of all regulatory compliance, management of the company and content of the proposal. Financial evaluation shall be based on offered price only.
Then only technically compliant proposal are taken into account and a combined score is arrived based on established weighting formula mentioned in the bid document.
So, Option C is the best choice

It, along with some form of proposal evaluation techniques as developed during the plan procurements process and noted as source selection criteria, is used to rate and score proposals. This does not preclude the use of other tools and techniques, but these tools and techniques are used in all evaluations

screened proposals can be proceeding for rating using weighing system which is based on different on aspects like projects compliance, etc. so i feel options (a) , (c) and (d) are already part of screening and weighing system. so the right option is (B). Thanks.
