It depends upon what kind of Quick Data Visualizations / InfoGraphics.
~ For raster based creation, I would recommend Adobe Photoshop.
~ For vector based creation, I would recommend CorelDRAW Graphics Suite
~ For Short / Small kind of creation, I would recommend MS Paint or Corel PaintShop Photo Pro
