In any type of contract, the consultant's authority in the project affairs is determined by the contract between the owner and the contractor. In a LSTK project the consultant may be authorized to review and control some quality check points which might still be contested by the contractor if the contract includes any kind of post completion/acceptance guarantees/ warranties. The consultant, on behalf of the owner, would also be following the agreed project progress milestones; if any.
In a Lump Sum Turnkey Project, the consultant has the complete authority on the work plane and progress.

What do you mean by consultant authority, I guess you mean the owner or the PMO, ok in lamp sum turnkey contracts the owner has no authorities over the project and the PM usually work for the contractor
