Method statement preparation should be prepared by the concerned person who will execute the work.

QA/QC Review the Method Statement and conduction Inspection Site work and Submit IFR after completion and of Internal site inspection request by Project site team.

As a QC review method statement and give quality wise inputs to the person who prepares it. Inspect work at its progressing levels and give suggestions or stop work if anything is against quality standards. Do follow checklists of specific standard during inspection  and prepare punch-list if it is necessary. Finally prepare request for inspection from client side or if you are from client side check punch-list and add any punch points if it is necessary and check whether they are cleared before closing the item.

The method statement should be preapred by the Construction team (Execution team) and QAQC should review and prepare the Inspection test plan based on the Method statement and specs. Risk shall be assesssed by HSE team as per Method statement.
