In general it's according to the project that you want to perform but I think MS project manager is a good one and easy to use
I would recommend MS Project as a tool to be used in project management, but I would say that it cannot automate the whole work of project manager, but would help in scheduling, resource allocation, and costing. Primavera is expensive (if you want to acquire a licenced version), and if your project is not complex enough, the additional features will not matter.

A packaged product would not help in project management. Also one has to factor in the organisation, PMO and/or project manager's requirement while shortlist the products. Oracle Primavera & Microsoft Project are known at people working on projects. Microsoft Project is ease to work as it shares the same user interface as Microsoft Office. Oracle Primavera is a very good product.
Nowadays there are cloud based project management product being offered with Innotas being the leader. Search online and one would get lots of options. My suggestion would be to start with Gartner's Magic Quadrant.
Microsoft project is now considered the most simple program, Primavera i think is the most popular.
