Combination of fixed with commission is better because there are times when you work hard to get sales but still end up with not much. So for the employee's sake, having fixed salary is good then if they achieve sales targets they get additional commissions .
First of all we have to established that what is good sale?. Is the quantity of sale will be considered good or quantity with quality will be good, I am agree with second one and this will be delivered by fixed salary executive with capped commission.
