Loyalty is itself in question if candidate has come for interview but it does not mean that candidate should remain with one company lifetime.

If candidate is capable and skillful and not getting what he should get, he will look for better prospect to grow. Therefore, HR should look for employability.

loyalty is crucial for certain jobs ( Finance, QA, HR,...)  and competency is very important for most of jobs, so i believe it depends on the job itself, and over both is (learning ability)

Definitively for selection Employability is the key, Loyalty to previous employer could be subjective, and should be demostrated before new employer

Employability could be a starting point for deciding the fit between the organisation and the employee, Loyalty will only be tested and proven over the duration of the employment.
