I would explain the genuine reason for which I cannot work on the request and would assure my client that will take it up at the earliest convenience..

You may apologize and explain the proper company procedures, you could tell them that you were going to try to talk to your superior or supervisor if you could come up with some sort of compromise, you should never  give false promises that you will be able to complete their request.

You should say sorry and give details about the proper company procedures. One should say that after discussing with boss we could get mediation. One should not make false promises to complete the request.
