Some of the major functions of a financial manager are as follows: Estimating the Amount of Capital Required; Determining Capital Structure ;Choice of Sources of Funds ;Procurement of Funds; Utilisation of Funds;Disposal of Profits or Surplus;Management of Cash  and Financial Control.

A Finance Manager is a broad position but in the context of my experience, I would say this person should not just understand the micro elements of accounting, budgeting, cost controls of an organisation but should grasp the global implications a business could be affected by. The Finance Manager must traverse through the waters to find solutions for his company to remain ahead in maintaining high profit margins.
