Secondly being procurement officer we have gone through many ICBs and NCBs but when we are going to some organizations for interview then the answer from them is they have their own procurement rules WHY?
The scale and focus of the business differs from org. to org. therefore way of acquisition is also different.
A large organisation is interested to leverage it buying power through managing the procurement with collective efforts whereas a small organisation is more interested to simplify the procedure. Large organisation needs to put number of check point in the procurement process in order to create structured review culture in the business whereas a small organisation is focused on the speed of the process.
Additionally, a high profit making company wants speed in the acquisition so that supply remains uninterrupted but in a competitive business org. needs to ensure best price even with longer procurement process.
So, the way of acquisition will always be different in the org. depending on org.'s business goal and vision.
Probably it is related to the culture of the organization. However, if you see the essence of the policies, it the same in all companies. Everyone has to survive, therefore, different consultants write the same thing in a different way. That create frustration sometimes.
