The reason and my take on your question is that recruiters claim to be very busy with many applications, however, a good company will make sure that they have a hr co-coordinator to assist the hr manager but it basically comes down to common respect and reply to ALL applicants, even if their application is rejected. This doesn't happen with the majority, however, there is a few good ones who have the courtesy so good on them. One day when the hr manager happens to be without employment and gets the same treatment then only then will they understand the applicants feeling of not getting a reply, its very sad but that is the reality, by the way, just for information purposes, this phenomena of not replying to applicants is world wide and not only in the Arab world.
