if this is really to be the case and nothing can be done to prolong the construction time than just- twelve to fifteen weeks (which is impossible for me personally) you need to devise a project plan that conforms to the shortened completion time. depending on the type of the project, MOST of the task may run parallel to each other so they shouldn't be prerequisite of one another. with huge time slashed from the original construction time of months, you need to probably work in two or three shifts of engineers, workers and equipment operators to make sure that the project is going twenty hours / seven days a week. perhaps you may need to choose a faster, bigger, higher-performance equipment. with a fast-paced project like this, i also suggest you to double or triple your safety personnel all the time for accident may bound to happen.
To do this first of all we have to learn whats the project nature is, Sometime projects like construction of a civil structure we cant expedite tasks.
Some techniques which i personally executed and won are
1. Find out the tasks which will need more attention. Most times it might not be something which need a huge number of workers or resources. But something like Delivering a specific item(like engineered pump or not so common valves which are not that commonly available in local markets)
2. After that group the tasks which take major time and find requirement of manpower for each tasks. and if necessary hire more manpower.
3. Describe tasks to each task leaders(supervisors or foreman in construction) and why it is important to complete in their time limits and ask them to report their necessities and offer some refreshments during their work and visit workers and motivate them in a2 to3 day basis.
4. Give proper bonuses to the groups which complete tasks efficiently on time and which succeeds all types of inspection (in piping NDT and Pressure tests).
5. Keep the same members in a group whom give good outcome. Regroup or alleviate in groups where issues are found.
6. Discuss with safety team (important in construction projects) and develop proper safety practices and house keeping instructions. Describe and encourage labors to do so and give some award saying best safe keeping award etc twice a month.
7. Keep proper tracking of schedules given by inspectors or third party inspection technicians to minimize lag to complete inspection.
All together with a proper energetic management team with engineers and proper amount of manpower and equipment we could reduce time span of a project.
