Can English for Specific purposes be taught without teaching English for General purposes to Arab students?

How to define/ enhance Level of Students to build their interpersonal communications skills, whereas, the environment is not supporting them to improve their English.

Not at all. Good knowledge of General English is a prerequisite to go for ESP. The terms, concepts, registers and vocabulary used in ESP (be it any register - medical, law, engineering, commerce, IT or nursing) is such that without a good grasp of common vocabulary and syntax in general English, the learners cannot make any progress. Take, for instance, the word 'hydrophobia' which is a compound word. Though one can learn its meaning in itself, but it is better to know the meanings of 'hydro' and 'phobia' to better understand 'hydrophobia.' Same is the case with many words derived from other words. So, for ESP, its a good idea to have good knowledge of derivation in general.
