I am a little confused when you say Team Member's Training. Are you pertaining on a teambuilding training or training a team member's behavior towards his/her team? What is the connection of the team building training with a member or person backing out from training?
Preventive measures must be carefully identified whenever we commit employees to training.
1. The training program must be clear to them
2. The required competency to perform their jobs must be carefully identified
3. Their actual skill gaps were identified and converted into training
4. Budget was identified and training provider was selected
5. Their training courses were laid to them, prioritized and time to complete was agreed during appraisal
6. Their committed training should be part of their annual appraisal and will be reflected on their overall performance
7. To prevent the waste of money on training investment. All budgeted training courses must be linked to the HR and should be protected by a policy, protecting the values and investment by the organization
