I say PEERSONALITY, EXPERIENCE last will be the Certifications/Diploma.
Personality of a person towards job ,has diipline and also to her/his.colleagues.
Experience is the Most important " ingredient" in our job ,In our life.
Certifiations/Diploma- its just a paper,yes its formality and may as well for our PRIDE to tell the world " i am a degree holder etc "
At the end of the day, everything will depends on our performane at work,,
Apart from experince and certifications, employers must consider the attitude of a potential candidate...Is he willing to learn? Does he handle well under critisim? Are questions you should consider.

At first when a person called upon is only the basis on his/her CV evaluation and in this process Qualification as well as well presentation only the real substance of calling, then the professional experiance can cater a person to get preference on others.
Professional Experience is, in any way, preffered over Professional Certificates. A good point about professional Certificates is that one can verify their authenticity but they can not ensure whether the employer could benefit from them in the form of real skills that he needs from the intended employee. You can explore a lot more by visiting a place as compared to that what you could get by reading a hundred books about that place.
An employer should not look only at experience or certifications. The most important is to create a profile of the person looked for.
Some of the elements to think about:
- junior / medior / senior profile
- education/certification (specialist or generalist)
- fitting in team (character / cultural background)
- professional background (bringing in new expertise, or reinforcing existing)
- eventually other, more or less related elements, like language knowledge, willing to travel etc.
