The statement is actually real.Natural disaster come suddennly at country.So each country carefully take precautions about this adverse situations.The actual statistics of populations and needed food for every year must be calculated previously.The development project like construction of dams and platation of trees against flood and cyclone may be the prevetive measures.Importing of shortage food grain and and maintaing buffer stock at all food godown is wise step for such adverse situations.If supply of food items are regular in market then thre is no scope to increase the price rate of this essential items during natual disater.

Natural calamities are unpredictable and we could not avoid their losses but what we can do is to minimize the losses and it could only be done by adopting precautionary measures with not keeping all egg in one basket. Develop alternatives and options to have keep constant supply and keeping the law of demand in mind that "price will go up, if demand is higher than supply"

Yes it is real.Genrally natuaral disaster inhibits the growth of food grain and so natuaral food products causes shortage on that areas.So market price of food products become high due to shortage of food items.Food items should be imported timely and supply homogenously.
