Answer by eng. mohamed omar is enough but in addition air cooled chiller is preferred in case of desert countries (water shortage)

1-ton refrigerant

2-ambient temperature

3- inlet and outlet chilled water temperature

4- compressor type( Scroll, Scrow,....)
