Phases of a Project are iterative in nature. These iterative processes increase the level of details and refine project management plan results in getting more accurate estimates as project progresses, this cycle is termed as progressive elaboration.
Assuming summary activities with reasonable duration and resources (generally based on experience or history available with organization) for unknowns at the time of initial plan and elaborating those summary activities as and when the details become available is called progressive elaboration.
