VLAN ACL's are good start. But if you are looking at packet filtering on a complex network, then you would be better off using a dedicated firewall/UTM internally which would give you great benefits
you can use VLAN ACLs to filter traffic between VLANs and within VLANS
you can use private vlan as a way to filter traffic in Vlans
