The most productive way to spend time on the internet is to read articles, news or blogs that will continuously cultivate our mind with information for our growth and development rather than be rusted by the influence of social medias. We can still be part of its era on the aspect of social media but lets make boundaries on when and how we can maximize its capability to our advantage.
I think that the cognitive investment is the solution
Satisfy your ego. Typically will be listening to audio book and surfing all what I like. after all accounts have been visited, I respond to important emails. I don't watch videos on line, rather simultaneously download. So it depends. To a computer guru, there is no limit.
By learning some new skills and becoming an expert. No doubt an Internet is a great education platform for the knowledge seekers.

The answer is simple, you can Learn, Share and Explore on the internet.
As the time is money I think we can use internet to get some money or to learn new skills, languages ,...etc.

Some are constructive some can be descrutive
a) Keep a todo list in front of you "always" (as simple as a text file).
b) note down "web-links" in the text files (bookmarking helps but this method is much superior).
c) Give a score (1-5) or simply (Low-Med-High) to the web-links created above.
d) Effectively use the google search (by using combination of quotes "", +, etc).
e) When you are satisfied with the results you have found on the internet, update your todo.
f) The next time you start using internet for say "search purpose", you can start with your todo list that is always up-to-date.
To summarize - "have focus and know what are you going to search on the internet". If you loose this focus then internet could be the ever ending pool of information.
