Brain storming, Structured interviews, Delphi, EIA,Scenario analysis, Bow tie analysis, Cost/benefit analysis, Bayesian statistics and Bayes Nets, Monte Carlo simulation . etc

Well i would say structured interviews as in this apprach through probing you will be able to identify risks more effectively and you can target questions as per his/ her level in the organization as since questions the objectives of a maneger is different from objectives of an officer, so you will ask questions accordingly
