Making one realize by reprimanding for faliure is desirable once all the ingredients of performance management is reviewed. Reprimanding for faliures without giving an opportunity to develop thru scheduled developmental programs ( coaching and training) may be ineffective.

if your are manager one of  your responsibilties is to support and help your team, by sharing the success with your team this responsibilty already done and achieved successfully, but if you reprimand team for your failure that's considered  in my opinion as a weakness, because that team is his team and any failure means that he couldn't manage and lead his team successfully and maybe he couldn't choose the proper persons in his team.

The leader should take onus for both success and failure. When a team succeeds, everybody in the team succeed and share the accolades on pro-rata basis which means that the leader gets the most out of it. Similarly the fall out of failure should also be shared on pro-rata basis.
