Who is the best person required to function, who has 8 years of experience and has not studied or who has studied about the job and has 1year experience?

STUDIED WITH EXPERIENCE ONE YEAR RATHER THAN8YEAR WITHOUT KNOWLEDGE

Only experience person can make management efficiently and can implement it to lower.

If a person is in the system from8 years, I feel he should be given the particular function (unless it is not very important), as he must have completed the same function several times before and would know what is required. 

If the function is simple and would not have much effect if it goes wrong, trying with new person would not make much difference. As a new person would experiment his theoretical experience into a practical situation.
