There are nine.

1) HR demands endless forms and reports.  Everybody ignores them

2) HR insists, supported by senior management

3) Everybody sighs with frustration at the stupidly and uselessness of the forms

4) Staff and junior management collude* in an attempt to make the process as painless as they can, and to cause as little interference to actually doing their jobs as possible: they largely fail.

5) Morale takes a serious hit

6) All the forms are reports are finally submitted.  Morale gets a minor boost just because the whole ghastly process has gone away for another month/quarter/year

7) Nothing at all happens for months

8) HR issues pay rises / bonuses / training programmes / promotions based on who they and senior management like.  Even the people who get something wonder if it was worth it.   Morale takes another hit.

9) HR smugly congratulate themselves on a job well done.

* Note to anybody who works in HR - this NEVER actually happens. Ever.  I just made it up.
