Negotiated tender: A negotiated tender is usual where a project is being extended or a second or third phase has funds available. If the client is satisfied with the performance of the contractor then the client may decide that its cheaper in the long run to 'negotiate' rather then go out to tender again with all the inherent costs that that realises. Doesn't have to emergency or specialist work, just a contractor doing a good job at the the right price and on time.
