Go to layer property maager by clicking the layer manager icon.

Click new layer icon

Select desired parameters of new layer, layer name, layer color, line type, line thickness etc.

Close Layer Maager Dialog Box.

New Layer is created.

TYPE LA IN THE COMMAND PROMPT AND PRESS ENTER OR SPACEBAR. THE LAYER PROPERTIES MANAGER POP UP. PRESS ALT+N AND GIVE THE NAME FOR THE LAYER AND PRESS ENTER. IN THE RIGHT HAND SIDE SET THE COLOR LINEWEIGHT AND LINETYPE OF THE LAYER.

in photoshop . go to the main menu and select Layer than New Layer .. its very easy

 to create new layers:
