What's the difference between Control measures and Operational Control?

In Health and safety terms Control measure is any action designed to eliminate, substitute or mitigate the effects of hazards.

Operational controls are perceived on an organisational level as any business activity related to marketing, accounting or HR etc. Operational controls in OHSAS 18001 are defined as any operations and activities, that are associated with identified occupational health and safety hazards, and are necessary to control and manage risks. 

In real terms H&S operational control is the same as H&S control measure.
