Hard work should certainly be recognised but it should not be rewarded. Rewards should be given for successful work. (Which sales person deserves the certificate? The one who work hardest or the one who made the most sales?)
Certificates can be a useful motivator but they don't work for everybody. Care must be taken when using them: if overused they can become meaningless: if over-emphasised they can become despised by the workforce.
I think that both are good ideas. Giving certificates to reward and encourage outstanding achievement is necessary to set the employee apart from the others, for personal recognition, and to prompt other employees to follow suit.
Rewarding hard work is also very productive and smart. I say smart because no one will continue to work hard if no one is taking notice. Individuals may be self-motivating but to a certain point....they need to see results otherwise they start feeling like 'what's the point?'. If they are working hard, let them know and continue to give them incentive.
The best way to motivate the people is to notice and reward a hard work. However we are pleased with ourselves and our achievements, we always strives for a compliment of the people who are ours role models, leaders or fellow co-workers.

In my own experience, it is the self motivation that leads to attaining the certificate not the other way round. When one is self motivated, they are always eager to achieve their targets even before the target time lines. However, a certificate of recognition always boosts the motivation and. For those who do not receive the certificates, they are always eager to emulate the hard workers so that they too eventually be recognised as good and hard working employees.

There is only one way for me to motivate myself to work hard: I don't think about it as hard work. I think about it as part of making myself into who I want to be, so it depend on one if he/she thinks of what the want to be. plus certification improves your personal skills and it can help you if you take it in a correct way
I have nothing against receiving a good certificate for the best sales achiever for the month or year, as I think that also can be a good self motivator for both you & your other staff members in your company.
But for me I strongly believe in setting self targets that are achievable with hard work & thereafter rewarding yourself as pat on your back.
Being complimented or being rewarded is always a good motivational method. But it is also necessary to have be self motivated, if one isn't motivated enough there will be no output . It takes hard work and determination to achieve success. Certificates are mere sheets of paper which can be lost at any point. Rewards might sometimes never happen. Does that mean you give up? NO ! what matters is the experience and the knowledge one carries with them to grow and achieve success.
