you can not change or improve the culture partialy. you must change the company culture entirely. Start with management commitment and action, give examples by doing right and involved in safety campaign as examples ..
A good safety culture is always effective if it is supported from CEO down .
Give people responsibility and recognition when it is done correctly , once they take ownership of the safety they will be proactive , Good training and inductions help to grow safe workers .
Training needs to be impediment and managed to ensure safe working procedures are followed
Do working task observations to see where you can improve , always ask for suggestions from the staff doing the work , this makes it their idea and would normally follow this as they feel good to be part of the process
Giving training to people, displaying more signage in the work place, conducting mock drills and rewarding to the workers
