The coordination between all different engineering drawings & plans (Structural - Architectural - Mechanical - Electrical) shall be held responsible to which party? The contractor or the consultant (designer)?

Primarily Design Consultant, contractor as secondary. 

In case of any deficiency or conflict, it's contractor responsibility to highlight to Design Consultant or supervisory consultant.
