Rejoice and be happy, life has thrown you some luck.   Yes, in the short term things are going to hard because learning will be more difficult, but you just have to find another way of answering the questions.

In the long term things are good.  You will be able to bypass your lazy boss whenever you want, set your own work agenda and, ultimately, replace her/him.

If this is the first time that he/she is showing a reluctant attitute, I try to understand the reason behind it. If he/she has a acceptable alibis behind it, I make my warning with a supportive attitude together with the consequences he/she would face if repeated. I'd give him/her an accepatble time limit and if he repeats the attitude, I seperate my way with him/her before the situation gives harm to the operation. Most mistakes can be forgiven unless they are repeated.

Hello!

Ask first yourself these:

     1. Was your approach the right way?

     2. Was it the right time?

     3. Was it the right place?

     4. Are my queries to him under my contract?

     5. Has it happened before?

     6. Is it a recurring problem?

     7. Am I more than annoyed by his behaviour now?

If your answer for 1, 2 and 3 is no, then you need to retrack your approach next time.

If you answered all with a yes, then maybe the problem is you. You did not find the right way to deal with his laziness long time ago. It grew. You get pestered by it cause you also were lazy to report his case to a higher office, and so his laziness became his disease in the office.

Be ready and do the report. It benefits both of you eventually.

Have a plan B in case he reacts against you.

But then again, if there is no higher office, or the higher office does not care at all, then find a better job and be ready to write a letter of resignation telling why you need to go. You are too valuable for the company.  YOU do not need him and them.

Cheers!

The manager should have ablity to handle the situation accordig to the circumstances.

If he/she demonstrate lazy and show unhelpful behavior there may some thing critical.

The person shoul have to approach to the suprior one for help to handle the situation.

However he may try againg after a short while to the concerning manager and he may found him in better position to help him.

Approach is very important. The manager may feel unrespected so I need to check the way I present my issue to the manager. It is sometimes helpful to make the manager feel they know their sfuff and lead them to reach where you need help in. In most cases, the lower level worker knows more but cannot atticulate it in the best way possible, so lead him/her to give you the best advice remembering to give credence to him/her. It could be that he/she is no longer happy with the company but if you are still seeing yourself as an asset of the company, try getting the relevant information from the manager and build your carreer.

If you are not getting any success, make an appointment and meet the manager one on one and try to find out what the problem could be and express your concern to them first. If there is no change of heart, then there is need to approach his/her boss

Although working in such a condition is very hard, but I will try to use of this weakness as an opportunity to improve myself and likely my organization. I will try to upgrade my capabilities to find the best solutions by root cause analysis of problems and to present it to the manager for next action. As a result, I really persuade and involve the manager to participate in the related subject. Furthermore, I will be more motivated and satisfied for handling my other duties. Each organization is like a ship and everyone in the organization has its specific role. If the ship sinks, all will be drowned. So, I will report the matter to the HR manager and/or send a message to the board of directors by suggestion box too, depending on the organizational level of the related manger. Because, it seems that review of recruitment policy, instructions, job descriptions, interview methods, KPI’s and evaluation of outputs and/ or productivity may need to be reviewed.
