If companies in Jordan ignore or are not interested in staff development then, this may create problems in the area of employee productivity which could affect the financial standing of the company. Secondly, if you have unproductive employees this will also define the culture of the company. Lastly, management does not view their employees as business partners.
The return on investment ROI is not recognized by the managment of the companies

I believe its an issue not just for Jordan but rather the same happening across the world. Any company leadership that believes that human resources are a replaceable lot and its concerned with mainly profit making then they wont worry about the PDC of its employees. In my opinion if the staff is contended with the company n it's leadership that do not job hop! OJT not only empowers the employee but also enhances the productivity of both employee n the company. Skilled labor is one of the major assists of any Institution!
Lost products can be found or manufactured but lost people could not be. Companies should focus more on training people rather than only training products. Skilled mindset can promote and maintain Company's Vision & Mission. Apple is successful because every employee working with Apple is trained first and then he is expected to deliver. and we can see the Impact. Hence training & development goes hand in hand. Development is the second phase of Training.
I THINK MOST COMPANIES DO THIS IN ORDER TO SAVE MONEY .... AND SPEND IT SOME WHERE ELSE ... EVEN THEY WILL SAY WE DO NOT HAVE A BUDGET FOR TRAINING ... BUT IT IS NOT THE TRUTH ... ALL COMPANIES HAVE A BUDGET FOR TRAINING ... BUT THE IDEA IF THEY USE IT OR NOT.

I guess in few cases companies ignore providing training and development for their staff for the lack of financing while on others it's just ignorance of the vital importance of training to the development
Generally, organisations especially smaller ones prefer the closest expenses cuts, that's why they don't include training and development in their budgets.
It comes down to how loyal employees are to companies. Contracts, legal liability, etc. I think Jordan labor markets are not advanced in those areas, where employers feel that they would be taking high risk spending all those funds on training and developing their employees, and on the other hand, employees are not committed to their employers under binding legal contractual environment.
