in my opinion it is the American university of Beirut and then the Arab University; both are good to get a degree of english language and literature studies.
I had answered this question partly in response to a question posted previously in this forum. In any case, I believe, the Middle East is more concerned with the Language and least concerned with its literature, for various reasons. For literature study, there are good universities in Egypt, but Egypt is not in the "Middle East" proper. For language, Lebanese universities are good as regards standards, and then the universities run by American or British entrepreneurs, like the 'American University of Middle East' in Kuwait are good places since the teachers there are mostly native speakers. It would be unfair to call just one as 'The Best,' I suppose.

In Egypt, I recommend either AUC (American University in Cairo), or Cairo University to learn English language and literature studies.

to be honest i don't know the answer cuz there is lots of universities in the ME that teach english language and literature studies to do a comparison
