Is it possible to publish a web application in one system in a lan over to internet without domain registration and a static ip address?

Yes, its possible.

 

Due to many limitations and resources you may face some issues like IP keeps on changing and  you always have to keep your PC on and connected to internet.

But it is easily possible.

You can get free domain reg from dot tk and publish your app or whichever public domain you're working with you need to use their public IP to access your app.

I think you can, but each time you want to use the system you should enter the IP address which will be dynamic and choose the right port number.

This method is not easy for a traditional customer.
