What would be preferably scoring techniques different procurement strategy followed by single, two, negotiate tender, with respect to quality and price?

For me the most preferable scoring technique to follow with respect to quality and price is the evaluation by following the steps of the tender process ,first we have to evaluate the technical step with its main parts from the administrative part to the technical and QSE part,this first assessment is very important in the aim of  having an idea about the most eligible tenderer,the second assessment is the Financial assessment where we can compare the prices with a good idea about the technical abilities of our tenderer,finally the scoring will be the average and the most eligible tenderer technically and financially will be the winner.
