Well, Actually I would prefer some personality attributes such as loyalty and responsibility..
In first hand I would pay attention for the "human" side of the candidates. Which one will "dress the company shirt quicker"...
Other examples could be to know how are they handled the relations/problems with other coworkers in previous jobs, which are the goals that they individually want to achieve, which are their strong and weakness points in some scenarios strategies, which are their main interests at the present and their wide knowledge of important areas that they need to be related in the company (sales, marketing, markets, consumers, financial knowledge..and so on)
It can be assumed that second one will try his best and appreciate the chance you give him/her more than the first one. And maybe recruiter will be a person who will change his/her life by giving this opportunity.
With the consideration of many things like age ,skills and the most important is managerial skills ,I will go for the first one since he/she is% suit the position requirement ,bearing in mind the position is managerial position, always in managerial position we briefer readymade person ,because the holder of position supposed to lead people ,inspiring people , supervising people as the manager, he / she will manage budget for his department of company ,the holder of the position must be% fiting the position .
It really depends on the position you are recruiting for. Can you live with someone who does not match the requirements 100% and will realistically need a level of training and time on the job before they are likely to be fully up to speed?
Hiring someone who is an 80% match for the role can be good... It gives the individual headroom in the organization; time to grow and develop their skills and experience further and chances are they may stay with the organization longer as realistically they still have things to learn to allow them to fully take on the role.
If time is of the essence then I would go with the 100% match... Realistically they are more likely to be fully up to speed in a quicker time frame and have more experience from which they can draw to help them assimilate into the new environment.
I tend to value experience and what candidates can bring to the table....

they have all the required skills and the strong points , except the ( experience ) for the second one..so don`t try to look in , or compare the personality and abilities details ,, they are both perfect.
