It depends. If you are in your home without internet connection to connect to the main server you will not able to connect to the ERP9.
But if you are connected to the corporate network without internet connection and the IT personnel can enable a certain port without connecting to the internet in order to connect to the TALLY ERP9.
In technical sides if you are using internet it means you are connected to HTTP port which is usually port. And for the Tally Server, which is usually used port to connect the ERP9 application. Sometimes IT administrator disable the port and enable the port in order for users to can connect to the Tally Server without using internet.
There is an option for offline tally activation , while getting first activation screen
You will see a message could not connect to internet; do you want to generate license file offline? Then Press Y or ON Now you will see a message your offline activation request file has been created successfully... Now this file will be stored in Tally_req.lic Then Copy the Tally_req.lic file and then transfer this file to your internet connected computer, there also tally erp should be installed. Start tally.erp9 Now, go to gateway of the tally --> confider-->licensing -->Send external request --->then copy Tally.lic and then transfer it to the Computer where the tally erp p is activated Now start Tally.ERP
