SEO directories is already dead, waste of resources and time. However, web directory submission is still valuable especially when targeting local reach and not for SEO purposes. I will suggest that you search for directories based on your target market, language and personae mapping.
But If I were in your place, I won't be wasting my time with directories. I will rather consider producing various thought leadership content to get to target customers.
