1. analyze work processes to identify deliverables , Supplier, Input, Tools and techniques, output, and customer of each step.
2. Identify stakeholders, and requirements of each step.
3. Identify and categorize critical points (critical to quality, critical to cost, etc.) , constrains, and required controls.
4. set required KPIs for each deliverable which should be SMART (Specific, ,measurable, Achievable, Realistic, and timed).
5. assign wight for each indicator.
