Asking a question, why it is necessary is like agreeing in the first place itself that it is necessary.
Anyway, it doesn't have to be necessary. This is just an old tradition that is being followed. But taking into account the growing number of candidates for a single job and the tendency of human beings to hope, when there is none, thus, resulting in the overflow of the job applications by many unqualified candidates - evaluation of the resumes serves the purpose of selecting a right candidate for the interview.
That's why it becomes necessary to evaluate years of education with a mere resume/CV to hire an emerging talent.
It doesn't necessarily means that the qualification standards for a job, set in a particular industry should be strictly followed by evaluating resumes.
There is a need to devise a better method of recruitment through which emerging talents can be recognized and hired instead of people with a lot of experience to show on their resume, but with no talent and knowledge at all.
